When the president declares a national disaster area, what does that mean?

When the president declares a national disaster area, what does that mean?
Once an area is declared a national disaster area, doesn't that alone give FEMA the right to come in and provide assistance? And didn't Bush declare the entire area a disaster area the day before Katrina hit?

Also, what process did Jeb Bush take last year to get FEMA assistance? Did it take just one phone call? Or did it take paperwork before the first dime was released?

And now that FEMA has no more excuses to delay, why are there still people stranded? Didn't they have enough time already to mobilize?

I think the door is closing on FEMA as far as the excuses go.
