FEMA already contracts out huge portion of their services and does HS. The entire fiasco of the DHS and placing FEMA and other organizations under it used 9/11 to set up a means to transfer huge sums of taxpayer monies to RW corporate cronies and make the average American feel good about it. Problem is, most Americans are much too ill-informed or uninformed or biased to understand what is happening in plain sight.
