(September 03, 2005) -- While a rising chorus in the press has taken the White House, FEMA and the Pentagon to task for performing miserably in their response to the human disaster on the Gulf Coast, few have focused on the most telling aspect of the entire failure. It’s not just incompetence. It’s a shameful lack of concern: The 9/11 “My Pet Goat” dithering on an administration-wide scale.

Bush's Deer-in-the-Headlights Moment on Climate Change

On environmental issues, Mr. Bush appeared unfamiliar with an administration report delivered to Congress on Wednesday that indicated that emissions of carbon dioxide and other heat-trapping gases were the only likely explanation for global warming over the last three decades. Previously, Mr. Bush and other officials had emphasized uncertainties in understanding the causes and consequences of global warming.

The new report was signed by Mr. Bush's secretaries of energy and commerce and his science adviser. Asked why the administration had changed its position on what causes global warming, Mr. Bush replied, "Ah, we did? I don't think so."

Mr. Bush failed to act swiftly and unequivocally. When he did act, at least initially, it was without authority, without competence and – never more important – without apparent empathy.

To wit: You do not talk about Trent Lott's lost house and his beloved front porch when thousands are rotting in a stinking incubator without food, water, medicine, air and bathroom facilities. You do not talk folksy about "cuttin' those ribbons" when businesses are back up sometime in the future when, in the present, people are fishing the grim remains of loved ones from gutters and attics.

why won't they admit that Pinhead** is a Complete failure with regard to keeping Americans safe even with advanced warning? I just don't get that.

The Bush era will be remembered as a time of crisis. Too bad that, in a pinch, the president is such a coward.

The president’s brand of nuttiness was first glimpsed on September 11 and then crystallized to a fine focus with hurricane Katrina. Bush was entering the fifth and final week of his marathon summer vacation when forecasters predicted the storm would hit New Orleans dead-on as a category five hurricane. The president declared a state of emergency for Louisiana, but then callously continued his vacation, booking trips to Arizona and California even as the storm pummeled New Orleans, trapping tens of thousands of residents without food or water. It wasn’t until Wednesday, August 31—two and a half days after Katrina struck—that Bush finally cut his vacation short by two days and returned to Washington. By that point, New Orleans had already been lost.

During times of national crisis the White House’s motto seems to be: When the going gets tough, the president hides. On September 11, 2001, the president was missing in action for most of the day after the planes struck the World Trade Center and Pentagon, prompting ABC News’s Peter Jennings to inquire where the hell he was: “I don’t mean to say this in melodramatic terms,” Jennings told his audience at 12:30 p.m. eastern time. “Where is the president of the United States?

MORNING — LOUISIANA NEWSPAPER SIGNALS LEVEES MAY GIVE: “Forecasters Fear Levees Won’t Hold Katrina”: “Forecasters feared Sunday afternoon that storm driven waters will lap over the New Orleans levees when monster Hurricane Katrina pushes past the Crescent City tomorrow.”

9:30 AM — MAYOR NAGIN ISSUES FIRST EVER MANDATORY EVACUATION OF NEW ORLEANS: “We’re facing the storm most of us have feared,” said Nagin. “This is going to be an unprecedented event.”

4PM – NATIONAL WEATHER SERVICE ISSUES SPECIAL HURRICANE WARNING: In the event of a category 4 or 5 hit, “Most of the area will be uninhabitable for weeks, perhaps longer. … At least one-half of well-constructed homes will have roof and wall failure. All gabled roofs will fail, leaving those homes severely damaged or destroyed. … Power outages will last for weeks. … Water shortages will make human suffering incredible by modern standards.”

AFTERNOON — BUSH, BROWN, CHERTOFF WARNED OF LEVEE FAILURE BY NATIONAL HURRICANE CENTER DIRECTOR: Dr. Max Mayfield, director of the National Hurricane Center: “‘We were briefing them way before landfall. … It’s not like this was a surprise. We had in the advisories that the levee could be topped.’”

LATE PM – REPORTS OF WATER TOPPLING OVER LEVEE: “Waves crashed atop the exercise path on the Lake Pontchartrain levee in Kenner early Monday as Katrina churned closer.”

APPROXIMATELY 30,000 EVACUEES GATHER AT SUPERDOME WITH ROUGHLY 36 HOURS WORTH OF FOOD

Katrina exposes sad truth of America's great divide

While President Bush hesitated to respond to Hurricane Katrina in the early days of the catastrophe, he did take time to joke with reporters about the good times he'd had in the Big Easy back in his partying days. And the president's handlers announced that he would have some photo-ops with African-American survivors who had made it from New Orleans to Baton Rouge.
