So Bush didn't like it that Blanco wouldn't federalize the National Guard troops (letting him put the blame on her and marginalizing her) so he didn't have his office even arrange to TELL her that he was coming out today. She had plans to go to Houston and changed them after her office had to CALL the WHITE HOUSE to ask Andy Card IF Bush was coming.

Then Bush landed, and did he seek out Blanco? No.
