Charley struck in the late afternoon of August 13th.
The next day (the 14th) he announced he'd be there the next morning
He was in Florida the early morning of the 15th.

I hear the folks in the panhandle were pretty ticked at lack of response for Ivan. Panhandle was pretty much already red.

I also heard that long term help on Charley was hard to find. Those folks on the coast were wiped out. Bush got his photo op in. That is what mattered to him.
