President Bush promised "a huge effort" for Hurricane Katrina victims Monday in a return Gulf Coast visit somewhat sullied by thinly-disguised friction with Louisiana's governor over the pace of relief.

Bush first stopped at the Bethany World Prayer Center, a huge hall half covered with pallets and half filled with dining tables. Gov. Kathleen Blanco visited at the same time, but like estranged in-laws at a holiday gathering, the Republican president and Democratic governor kept their distance as they walked around talking to people.

At the second stop — a visit to an emergency operations center — Bush kissed Blanco on the cheek, but it wasn't clear whether they had made up. The two said little publicly during the appearance.

Here is what bush tried to do previously:

Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.

The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law. Some officials in the state suspected a political motive behind the request. "Quite frankly, if they'd been able to pull off taking it away from the locals, they then could have blamed everything on the locals," said the source, who does not have the authority to speak publicly.

5. wolfie spent several minutes with a female reporter discussing this.
just happened a few minutes ago

very similar accounts to what has been discussed here

pretty even handed, much to my surprise

they even used the "carefully choreographed" words to describe his appearances in La, MS, etc
