People should be paid to evacuate.
I know that might sound nuts, but it would save a lot of money in the long run.

I think a lot of people are reluctant to leave their homes because they realize they'll be left with **nothing** if they do.

1. You'd have to pay them ahead of time...
..or provide vouchers. Many poor people need the cash now, not reimbursed later.

Both have their problems, but vouchers sound more realistic.

airlines, motels, restaurants. It must be planned in advance of catastrophy.

7. Yes. I have no idea about the logistics, but I'm sure money would
help them make up their minds.

$500 per person to get out of Dodge. $250 million to make sure everyone is out of a city like NO -- families with a lot of kids would make out well.

Not everyone would take it -- maybe they should pay the elderly even more, since they tend to be more reluctant and are more likely to be hurt..

2. No... first we should let them take their dogs (which IS doable)
Second we should give them info to make an informed opinion, which has not happened, including where they will be taken and what help they will receive.

Third and most important we must keep our promises to them !

6. I agree wholeheartedly. Lots of people stay behind because
they won't leave their pets. And I would be one of them.
