Why the Department of Homeland Security bears PRIMARY RESPONSIBILTY
Edited on Tue Sep-06-05 06:10 AM by Walt Starr
It's because that's the requirement UNDER THE LAW!

Read it and weep, it's all right there in the Homeland Security Act of 2002. Pay close attention to Title I, Section 101 and Title V, especially Section 505.

Chertoff and Brown are primarily responsible for the debacle, and George Bush bears responsibility because he apointed these two assholes and strummed a guitar while New Orleans Drowned!

1. Wow 475 pages
That is a lot to read.

See what they did last year for Florida.
Last paragraph explains Home land security.

2. Then read their National Response Plan instead
Which was put into effect in March 2005. It is very clear who was responsible and that HS/FEMA and the Pentagon failed on purpose.

Emergencies & Disasters
Planning & Prevention

National Response Plan

"One team, one goal...a safer, more secure America"
The National Response Plan establishes a comprehensive all-hazards approach to enhance the ability of the United States to manage domestic incidents. The plan incorporates best practices and procedures from incident management disciplines—homeland security, emergency management, law enforcement, firefighting, public works, public health, responder and recovery worker health and safety, emergency medical services, and the private sector—and integrates them into a unified structure. It forms the basis of how the federal government coordinates with state, local, and tribal governments and the private sector during incidents. It establishes protocols to help

3. Political operatives, spin doctors in charge of disaster operations or CBA
Edited on Tue Sep-06-05 07:26 AM by blm
Cover BushInc's Ass? I say, CBA.

Chertoff, especially, was always a background player in all the political maneuverings against Clinton, and was a head legal cover up artist for GOP dirty deeds and their corporate cronies.

He has no business in the Homeland Security position.

Kerry would have tapped Gary Hart for the position - a man whose COMPETENCE and integrity Americans could TRULY TRUST as he was the chief crafter of the Hart-Rudman Report on Global Terror.

Hart could be trusted with tough laws and would never abuse the power given to him.

4. I hate the fact they're blaming Mayor Nagin now....
"He should have gotten his people out of NO".

This pisses me off because he did the best he could with the resources he had to move over a million people. (Much like Rumsfield told the underprotected troops in Iraq?)

The federal tragedy, and what the mayor's critics keep forgetting, it shouldn't have taken as long as it did to get help to the survivors. We all watched in horror as people baked on bridges and starved in shelters, where was their homeland security?

Yes, I blame George to for hiring such putzes in his administration and the congress that approved this unqualified and inept Chertoff put in charge of protecting our citizens.

It doesn't take a rocket scientist to turn on t.v. and watch people suffer....for days!
