Say a flat tax of $10,000 per dead person.
Just think--a single natural disaster leaving 10 thousand dead would bring in $100 million. If around 10 million US citizens die every year, that would be $100 billion for the treasury.
Sounds like a perfect move for the Republicans. "See," they could say, "we *are* asking the wealthy to make a sacrifice after all." Everyone pays the same. What could be more fair?
--What's that you say? The tax would hit poor people harder? What are you, some kind of *socialist* or something?

And they can just widen that tax to include everyone, instead of the few that pay now because they are richer than Croesus!
