1) He knows he only lost a few major buidings in the attack, no major residential areas, and had a finite number of dead.*
2) Nearly all his city infrastructure and support mechanisms were still intact. He also had the support of the remaining metro area of around 11 million + people. New Orleans, Mississippi, and Alabama affected areas have nothing.
3) He knows the mental and physical toll involved in working a disaster the size of NY 9/11 and probably wants non of the experience of Katrina, which requires one hell of a lot more effort.
*I am not trying to imply that 9/11 was any less important or devastating, but in terms of scope of devastation, there is no comparison.

this to 9/11. Katrina was MAJOR diaster (very wide spead and effected million people homeless and no job) where as, 9/11 was localized and not many people was homeless.

he will be forced to criticize the WH - and that will hurt him. He would also be forced to acknowledge that this situation is bigger - in terms of the number of people involved - than 9/11 - and that he might not have been able to handle it.
