Cunctator means "one who delays" or "one who stalls". But, of course, in English, it also suggests a foul word.

It also recalls the nickname (inappropriately) given to Reagan, "The Great Communicator".

"The Great Dilator" also works, albeit with a little less impact. "Dilate" usually means "to open up", but it has a secondary meaning, which was its primary meaning in Latin, for the same thing as cunctate.
