I suspected that if any question came up regarding the lack of Federal response after the recent disaster the right would respond as the always did. I was not wrong.
The talking heads on the right quickly started shouting from the roof tops, at least from those not completely under water, that the "liberals" were playing the "blame game" for political reasons. We must realize that the question is not about blame the question is about responsibility. When will this administration or this President take responsibility for anything bad that has happened under their watch?
Anything goes wrong and those on the right line up with their marching orders to lie, spin and shift the blame somewhere, anywhere but on this Presidents policies, actions or inactions.
President Truman's desk had a sign the stated “The Buck Stops Here”. The only buck that stops at this President’s desk has a dollar sign in front of it, the responsibility must move on.

Short, sweet and to the point. It ain't about blame it's about responsibility. You also make the point of the framing done by quoting the catch phrases. Bush may not have caused the hurricane, but his policies and appointments directly affected the outcome.
