Just found this older story doing a google on Ophelia. It may or may not have been posted already.
I am really going to puke after reading this first hand account which occurred before the flooding.

...They spent the next two days trying to find a way out. They moved their flight up three times, but each flight was canceled.
“We tried to get on the train, it was full,” Capt. Morgan said. “All the rental cars had been rented.”
Not only that, but the city had commandeered the buses and the cab fares were a little pricey.
“Cabs were costing as much as $1,500 a person, is what they were charging just to get to Baton Rouge airport — and that was closed too yesterday,” Capt. Morgan said.
