Compare FEMA Response to Hurricane in FL 2004
If anyone doubts a difference that having a brother as Governor makes to the Federal response, doubt no more. Check out the FEMA pre-positioning of assets for FL last year prior to September's Hurricane Frances and Ivan.

Please kick this story. It needs to be brought to the attention of the media.

COMMENTARY on the impact on Bush poll numbers (2004)
>>>
>>>As I'm sure you can imagine, this display of the good old American can-do
>>>spirit didn't go unnoticed by the people of Florida -- nor did the
>>>millions of dollars in disaster relief and damage insurance checks that
>>>were cut by various federal agencies with record speed. FEMA officials
>>>must have been deeply gratified to see the effect their heroic efforts
>>>had in the place where they were most desperately needed -- Bush's poll
>>>numbers:
>>>Hurricanes Charley, Frances and Ivan may count as some of the biggest
>>>political contributors to President Bush's reelection campaign, according
>>>to a poll.
>>>The post-hurricane survey shows Bush surging ahead of his Democratic
>>>challenger by 49 to 41 percent -- an about-face from August, when Bush
>>>trailed Sen. John Kerry 41-47 percent, Quinnipiac University reported
>>>Thursday.
>>>''The ill winds of the hurricanes have blown some political goodwill for
>>>President Bush,'' said Clay F. Richards, a pollster for the independent
>>>Connecticut university.
>>>''You can't underestimate the impact of a president coming down and
>>>promising all this federal aid to people who need it,'' said Richards,
>>>noting that Bush toured hurricane-ravaged parts of Florida three times.
>>>"It's like Rudy Giuliani at ground zero on 9/11. The commander in chief
>>>is there, on the ground, saying help is on the way.''
>>>
>>>So you can see that when the chips are down, and the need is absolutely
>>>dire, this administration can still deliver the kind of coordinated
>>>emergency response that once made the U.S. government the envy of the
>>>world -- just as it coolly and capably protected the Iraqi Oil Ministry
>>>from the chaos and looting that trashed every other government office in
>>>post-invasion Baghdad. As is usually the case in public service, it's
>>>just a matter of having the right incentives.

7. Clearly FEMA is CAPABLE of functioning when they want--
in a key state before an election.

So what's going on now is beyond incompetence.

10. I will explaine what is going on
You know Bush was falling in the polls because of Cindy
You know that he needed a 9/11
You know they would capitalize on anything
You know FEMA was held back
You know that when Bush showed up everything started moving
You know that Texas was the place to move the people to. (Duh)

If you compare what they did for Hurricane Frances last year and what they did for Katrina, it is so obvious.
They purposely held back and even stopped help from coming

Can anyone say Giuliani enough
This is a call for strong Republican leadership and the crushing of Democrats

There spin goal is as follows
Democrat = weak
Democrat = failure
Democrat - entitlements
Democrats are wieners
Democrats are creating there own demise.

Example of today’s spin
Rush just had a caller that was from a parish outside of NO.
Mostly republican parish, of course. And these republicans got there act together and cleaned up and are doing fine. Whereas NO is full of democrats that want the Gov. to bail them out.
To top it off, they have Lieberman doing the investigation. HA, HA.
I am from CT and I know Lieberman will give it to them on a silver platter.
We have to stop this madness.
I want to see all of our Democratic leaders protecting there own and going after FEMA.
And then finding the trail to the top.
There has to be a dirty memo somewhere.
Lock Michael Brown up and seize his computer.
Well, maybe that’s a little overboard

13. FEMA Outsourced planning and busing
Wayne Madsen's most recent column

http://www.wnymedia.net/index.php?option=com_content&task=view&id=45&Itemid=35
shows that FEMA outsourced planning in New Orleans and SE Louisiana to Innovative Emergency Management, Inc.
http://www.ieminc.com/

FEMA then outsourced the busing of those stuck in the Superdome and Convention Center 'staging areas'...to out of state bus companies (some from Cincinnati OH and from North Carolina from what I've been able to track off the internet).

FEMA's own website shows that 650 buses were initially contracted for but reports show that 5000 were eventually ordered.

Bush's own vaunted 'outsourcing' policies are to blame for this fiasco. Dems/DUers have every right to expeditiously investigate this matter...hurricane season isn't over yet.

15. Great - concise - Salon Article on Issue (Link)
See http://www.salon.com/opinion/feature/2005/09/05/hurricane_track_record/index.html

/snip/
There's no question that the scale of the New Orleans disaster far surpasses what Florida faced. But even so, a look back at the administration's relief efforts in 2004 indicates that a quick response to a potentially politically damaging situation commanded a higher priority from the top levels of government back then than did the flooding of New Orleans in 2005

/snip/
Some FEMA insiders were so happy with how they handled Florida's flurry of election-year hurricanes that they made a serious pitch within the administration to get FEMA director Mike Brown, now a target of sustained criticism, promoted to homeland security chief.

"Homeland Security sources said after the hurricanes," reported a May 19 Washington Post article, "that Brown and his allies promoted him as a successor to Tom Ridge as Homeland Security secretary because of their contention that he helped deliver Florida to President Bush by efficiently responding to the Florida hurricanes." A FEMA spokeswoman denied the report at the time.

/snip/
By comparison, in 2004 the FEMA cavalry was roaming all over Florida, including parts almost completely untouched by the hurricanes, such as Miami-Dade County. Within weeks of Hurricane Frances hitting the Florida coast, 19,500 residents of Miami-Dade applied for disaster relief. FEMA quickly approved 9,000 of the claims and set aside $28.9 million in tax-free grants to help them rebuild.

16. There's a comparison to response of San Francisco 1906
Earthquake & fire floating around a few blogs.

The Last Time America Lost a City

http://www.dailykos.com/storyonly/2005/9/5/134849/2070

Timeline of the San Francisco Earthquake
April 18 - 23, 1906

http://www.sfmuseum.org/hist10/06timeline.html

"...The earthquake struck at 5:13 AM.
By 7 AM federal troops had reported to the mayor.
By 8 AM they were patrolling the entire downtown area and searching for survivors.
The second quake struck at 8:14 AM.
By 10:05 AM the USS Chicago was on its way from San Diego to San Francisco; by 10:30 the USS Preble had landed a medical team and set up an emergency hospital.
By 11 AM large parts of the city were on fire; troops continued to arrive throughout the day, evacuating people from the areas threatened by fire to emergency shelters and Golden Gate Park.
St. Mary's hospital was destroyed by the fire at 1 PM, with no loss of life, the staff and patients having already been evacuated across the bay to Oakland.
By 3 PM troops had shot several looters, and dynamited buildings to make a firebreak; by five they had buried dozens of corpses, the morgue and the police pistol range being unable to hold any more.
At 8:40 PM General Funston requested emergency housing - tents and shelters - from the War Department in Washington; all of the tents in the U.S. Army were on their way to San Francisco by 4:55 AM the next morning.
Prisoners were evacuated to Alcatraz, and by April 20 (two days after the earthquake) the USS Chicago had reached San Francisco, where it evacuated 20,000 refugees...."

*Plus, there was a faster response to the tsunami last december 26th.
On 28 December, the first elements of the Combined Services Forces (CSF-536) were deployed to Utapao, Thailand following that country's approval of the user of that base.

Edited on Tue Sep-06-05 06:34 PM by snot
Whether the Feds required Jeb to sign a memo similar to the one they tried to get Blanco to sign, turning over all control to the Feds?

Even if Jeb signed one, of course, he didn't have to worry about what they'd DO with such control--but it would be instructive if they didn't even request that he sign such a memo.
