The Blame Game Poll

Except of course we can't do polls right now. But if I could do a poll here are my two responses to the question "Why do you blame President Bush for Katrina?"

1. Well because he failed to prepare for the hurricane, cut funding for rebuilding of the leevees, put someone with no history of emergency management in at FEMA, basically acted like a jerk through the entire tragedy and is just generaly totally incompetent.

2. Bush and the Bush administration PURPOSEFULLY attempted to stymie rescue efforts and prevent hurricane prevention in order to kill as many poor blacks as possible or in order to distract from his other failures or for some other nefarious purpose.

So what is the likely answer?
