Project began in 1966, to be completed in 1975. Cat 3 level reached under Clinton, who then started studies to bring it up to cat 5. Funding to do that was cut by GOP Congress and Bush the Second.
Oh, right, we have to blame him for something, otherwise these GOP jerks will go into "Clinton blame withdrawal".

The New Orleans Engineers in charge of the levees have said that they not only needed money to fix it, but they needed it twenty years ago. Even if Bush had poured a billion dollars into the levees when he came to office it probably wouldn't have been enough time. They needed the money twenty years ago. Bush the Lesser, Clinton, or even Bush the Elder probably couldn't have prevented this from happening because of funding.
It only could have been saved in the early 80's. When Reagan was president.
It's all Reagan's fault.

Want to bet there would be constant screaming about how Chaney was right - "if you vote for Kerry he won't be able to keep you safe".
