because it draws attention to a few bad apples at the Stadium and Convention Centers and adds to the stereotypes of the looters - criminals and feeds racism. Apparently despite all the hype on MSM the criminality was not nearly as bad as reported. The shooting at helicopters might well have been people shooting to get the pilots attention.

Although it was horrible to have been hearded into the stadium and convention center there is absolutely NO EXCUSE for anyone who committed rape - and Bush should not be held responsible for this.

2. Feds refused request for adequate supplies when they finally approved the use of the Superdome as a shelter.

3. Feds delayed relief supplies and evacuation of the Superdome in a timely fashion.

Bush declares a state of emergency and then turns his back on the region. No, there is no excuse for rape. None whatsoever. But there is also no excuse for leaving people in a situation that breeds it.
