Look, if Bush tries to weasel out by saying, "No one could have predicted"

blah blah blah, then the local governments are OFF THE HOOK, because only the Federal Government has the resources to mount the AFTER-THE-FACT rescue, evacuation and clean-up. There is no way the local governments could have been prepared for the "no one could have predicted" scenario.
