locally to get them food, medical care and to identify surviors. He needs to know this to know what "key issues" are going forward.

To DO THIS...he's USING NO FED RESOURCES...he's using State National Guard as Military Police (MP's), Volunteer Sheriff's people from maybe out of state along with firemen from out of state...plus 110 EMS WORKERS FROM the State of Maryland whom the Governor of Maryland released.

So his Paris of over 500.000 people (half a million people) will be assessed, treated for any medical conditions, Fed and ready for NEXT planning steps...

So, he has taken the "bull by the horns" for HIS folks and put in an organizational effort that's in place even without "cell phone communications" and having to write "hand written instructions" to his EMS Team...
