Didn't LA Gov. ask for FEMA's help the day before the storm hit?
Josh Marshall said something like this on Al Franken today however ABC news just said she never asked for help.

Which story is true?

1. Read this letter by the Gov. of Louisisana to Bush!
I've said to my freeper friends today:

"Read this letter and then tell me that the State of Louisiana didn't ask for Fed Emergency help BEFORE the Hurricane hit. It says right in the letter that the Hurricane was bearing down on them."

Sunday August 28, 2005....the Governor of Louisiana per website:http://gov.louisiana.gov/Disaster%20Relief%20Request.pdf
requests Mr. Bush declare and expedited major disaster for the state of Louisiana. In said letter the Governor stipulates in accordance with FEMA rules the various types of assisstance she is requesting...and excellent read should the president have a chance to peruse it. She also designates Mr. Arthur G. Jones as State Coordinating Officer to work with FEMA on her behalf.
also included is this:
ENCLOSURE A TO EMERGENCY REQUEST
Estimated requirements for other Federal agency programs:
• Department of Social Services (DSS): Opening (3) Special Need Shelters (SNS) and establishing (3) on Standby. Costs estimated at $500,000 per week for each in operation.
• Department of Health and Hospitals (DHH): Opening (3) Shelters and establishing (3) on Standby. Costs estimated at $500,000 per week for each in operation.
• Office of Homeland Security and Emergency Preparedness (OHSEP): Providing generators and support staff for SNS and Public Shelters. Costs estimated to range from $250,000-$500,000 to support (6) Shelter generator operations.
• Louisiana State Police (LSP): Costs to support evacuations - $300,000 for a non-direct landfall.
• Louisiana Department of Wildlife and Fisheries (WLF): Costs to support evacuations - $200,000 for a non-direct landfall.
• Louisiana Department of Transportation and Development (DOTD): Costs to support evacuations - $2,000,000 for a non-direct landfall.

4. Bush declared the entire area a disaster area
THREE DAYS BEFORE the hurricane. That was FEMA's cue to get their ass to NO.

So it doesn't matter if the gov asked or not.

5. Yes, she sent a letter requesting bush designate Louisiana a
disaster area which activates all federal agencies, the letter was sent August 28th.

Asked and answered thousands of times. This letter should be published on the front page of every newspaper and news website until it sinks in....

Yes, she did declare a state of emergency!!!! Before the storm hit!

Someone please post this letter once an hour on GD.....
