How long does it usually take FEMA to respond?

How long does it usually take FEMA to respond?
Anyone have any ideas or links showing whether or not FEMA typically responds more quickly to hurricane disasters? Or are they always kind of slow?

2. Some of the NO victims have been interviewed saying
They've lived through other hurricanes and FEMA (like the De Witt FEMA) was wonderful. Right there as needed.

Don't I have a link, but living in Florida with 4 hurricanes last year.

That's the time frame.
