Seems to me that the Katrina crisis, and subsequent mass dislocations of people would provide excellent cover for people from the disaster area who wanted to disappear and never be found again... As long as your fingerprints or DNA was not on file, you could just go, and nobody would ever be able to say that you didn't die in the flooding...
Just a thought that occurred to me as I contemplated the insane task of identifying 40,000 weeks dead bodies.

And a related thought - how to prove you are you if the government says you died in the hurricane. Suppose you left w/o id. How would you prove you were yourself in that scenario?

I've always been intrigued by that prospect but the Feds have my prints and, anyway, I can always leave the country on any given day and legally live in at least a couple of others. Still, I wonder how many people might decide to take that path, for whatever reason (good or not-so-good). And I wonder how many people who were just visiting New Orleans -- or passing through, or homeless -- vanished without a trace in the waters and will be forevermore missing. Regardless, I think some of the social fabric of these United States is going to be rippled by this horrific event, quite apart from the political and economic fallout.

...not for me, though, but for those affected. Perhaps the first time in some decades that enough "records" were destroyed that somebody could "start over" with a new identity... for whatever reason.
Kind of like what folks used to be able to do by "heading West..."
