Don't be throwing stones just yet
It looks like there is plenty of blame to go around for all levels of government. Don't let hating Bush&Co blind you to some really bad levels of governance by the State and City officials of NO and LA. We could have egg all over our faces by quickly blaming BushCo for his after the fact poor performance. I am afraid the media is going to smear the local pols (mostly dems) in the end and we will end up looking like cheap political hacks taking advantage of a national tragedy in order to make BushCo look bad. Yes, we hate Bush but we hate even more the mismanagement that led to the deaths of 10,000 less fortunate individuals that should have been protected before the storm.

3. Bush is ultimately responsible
and was so since he declared a state of emergency before he went on his little trip. That made all subsequent events federal.

So there is no blame to be laid anywhere but the White House.

OK..so splain me something here. Which state in the union right now has the funds and resources to evacuate the vast majority of its urban population in a days' notice?

Which state has enough of their NG available to assist?

Is it possible that the plans in place in these communities were based on their NG being available and when they weren't there, the states and communities came up short handed?

DId you notice that it appears they DID evacuate 4/5's of the community without a stitch of help from the feds?

16. I understand your reluctance, but I think we're seeing
a long-term trend beginning. The media are already trying to beat each other over the head to prove who among them is the MOST LIBERAL and who can stick it to Bush with the most heat. The accusations of racism will stick. The accusations of incompetence will only partially be deflected, and the Teflon president will be the one with egg all over his face. I am saying this as one who takes a rather circumspect view of current events.

These are the assholes who based their ENTIRE RE-ELECTION CAMPAIGN on "Keepin' us safe"... remember?

They've had FOUR GOD DAMN YEARS since 9-11 to use our tax dollars, (you know, the ones they've been running the deficit through the roof with?) to prepare for those inevitable catastrophies that they would drag out with the color-coded alerts and duct tape warnings every time a certain John Kerry would have a surge in the polls..

Remember? Is any of this shit ringing a bell?

Yeah- so, with 4 years and ALL THIS TIME and all the blather about how the scary terrorists were waiting to use suitcase nukes if we dared vote for the other guy, THIS IS THE FUCKING RESPONSE THAT THEY OFFER TO A MASSIVE DISASTER THAT WE WERE - THIS IS THE BEST PART-

...ABLE TO SEE COMING!

No. It is UNACCEPTABLE. And the FUCKING BUCK STOPS AT THE TOP. Where is the vaunted god-damn "culture of responsibility" that Bush has always blathered about? Does that only apply when we're talking about making it harder for people to get their birth control prescriptions filled without lectures from Jesus-drunk pharmacists??? Plenty of blame to go around- what a crock.. Is Bush not man enough to take responsibility for his own very obvious fuckups? This was his gig and he screwed the pooch, in a BIG BIG WAY.

Oh, there's plenty of blame to go around, certainly- To Bush, Cheney, all of them.

But thanks for your "helpful advice", and welcome to DU. Enjoy your stay.

23. From the top down.
In all levels, there were failures.

We're documenting very well the total morons in charge at the Fed level from the Executive through FEMA.

There are still questions about why, with or without funding, there wasn't an evacuation plan in place for the last 60 years+.

Every town, city, county and state should have identified what their top 3 disasters could be, and what would be done at their level to move people. If the Feds need to be involved, identify their role, when it needs to be enabled, and make sure that process is understood at street level on up to the mayor, governor, etc.

36. asianmale... read this post please. PLEASE.
Nothing about what the local officials and or the state officials did or did not do vindicates Bush.

In fact, if the local officials DID drop the ball it actually will be worse for Bush since it is the federal government's responsibility to assess local government's ability and competency to respond to an impending disaster. If the local authorities are deemed inable or incompetent to deal with the impact and aftermath of this impending disaster, it is the federal government's responsibility to assume FULL responsibility for the management of the emergency hence the acronym FEMA (Federal Emergency MANAGEMENT Agency).

If you want us to back off of Bush, you'll have to support your assertions. Most people realize the extent to which the Bush Administration is culpable for the New Orleans disaster.

We know, for instance, that Bush...

1. Cut funding for the levee system in New Orleans out of his last three budgets.

2. Withheld orders to send in troops for the first two days of the crisis for reasons unknown.

3. Said with a straight face that he didn't think anyone could have predicted the levees might break, even though that is a fact of life nearly every New Orleans resident lives with on a daily basis, like terror in New York and DC and earthquakes in California.

4. 's FEMA displayed favoritism for Mississippi and Alabama while all but ignoring New Orleans until two days of nonstop coverage on CNN made it clear that their refusal to act was resulting in mass death, being carried live into the living rooms of America.

So when you talk about plenty of blame to go around, you are right, but you better have some serious and believable reasons to imply that they belong anywhere other than President Bush's doorstep.

You have some nerve.

the law which is all we have left worth a damn in this country was correctly followed by Blanco. No matter what when Bush aka. Fucktard calls a state of emergency it is a FEMA organized event. If you read the law it says Blanco can make requests to FEMA which she did two days prior to the storm reaching land.

FEMA didn't fulfill their part of the law so it is on their ass.

I would like to know if she attempted to follow up? If she had a conversation with fucktard what that was about? Did he deny her request? He didn't offer her his 24hr offer to take over the entire deal with 0 state oversight until friday; after the shit was being smeared already. I think the lady did great in the very best interest of the people of her state. Not letting the fucktard presnut control the privatization of the recovery.

63. Maybe, but we have paper.
Edited on Wed Sep-07-05 12:49 AM by longship
The bastards have left a paper trail. Plus, fortunately, so did the Governor of LA.

We know that Brownie did nothing more than token support, and late at that. We know that Blanco did all the requisite steps prior to Katrina hitting terra firma. We know that Chimpy was briefed by NOAA. We know he signed an Emergency Declaration on Saturday before Katrina hit. We know that Chimpy McIdiot is lying, Brownie is lying, and Chertoff is lying. We have the paper to prove it.

There's plenty of blame to go around alright. It starts at the top with a guy who chose politics and photo ops over defending his citizens and goes all the way down to the incompetent administrator who thought it would be sufficient support if 1000 barely trained pencil pushers arrived 50-some hours after Katrina hit.

If rumors are true that assistance was held back in an effort to force Governor Blanco to sign off on federal jurisdiction, there could be very serious charges involved.
