Apparently the feds were crossing their fingers, hoping for the best |

or something, in spite of the fact that dire predictions of a cat 5 landfall were being reported by EVERYBODY including NOAA DAYS before the storm made land.
Why?

2. 3 conclusions that I can see |

1. They didn't believe their own forecasts and bet it wasn't going to be that bad.
2. They made a conscious decision to sacrifice the place.
3. They didn't give it any of it a second thought, much like the August warning about Bin Laden. Too distracted by Cindy, attempting damage control in San Diego.
I believe it was probably #3.
