As you expected him to say anything else. But take a look at this press release, Tom--it officially puts your boss in full charge of Katrina as of Friday, August 26--THREE DAYS before landfall!

The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.

The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts
which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures...

In other words--smoke, meet gun.

The destroyed areas are somehow required to get their communications restored and coordinate a rescue for themselves?

If we don't have federal disaster planning and interagency cooperation yet, after the rights and freedoms we gave up post 9/11 to enable it....

I want my federal tax payment back.

FEMA had all command and control responsibility, and actively avoided doing anything resembling aid in New Orleans.

slow response by the Federal Gov. in coming to the aid of those stranded by Katrina in NOLA. What a bunch of assholes! Why, when they knew that a monumental disaster was fixing to befall the city of NO, did the Federal Gov not employ all it's resources to evacuate it's inhabitants? Why did the Mayor and Gov even half to ask for assistance in the first place? Why leave the citizens of a City, where more than half had not the means to evacuate, to the mercy of state and local gov with limited resources? Pinhead** knew that a Mother of a storm was bearing down on NO and he did nothing to get people with no means to evacuate, out! He should have, before Katrina made landfall, sent all of the Federal Gov, resources to evacuate the city! Chew on that, FReepers!
