FEMA : States should pay if evacuees want to relocate to families or to LA
Ok..so nutshell: FEMA is randomly sending these evacuees to states that they don't want to be in...and when the evacuees try to go closer to "home" or go to live near relatives..FEMA tells counties/cities to foot the bill.

Dozens of hurricane evacuees slumped at a Dallas Greyhound station, clutching bus tickets they purchased to move on and begin rebuilding their broken lives.

While some refugees are making travel plans, others are turning down offers from the federal government for spots on cruise ships or flights to other states. Two American Airlines flights planned from Corpus Christi to Nashville, Tenn., were canceled because people didn't want to move again.

"We have talked to people about going to several other states, either by aircraft or by bus and there was minimal interest in some states," said U.S. Coast Guard Lt. Joseph Leonard, who is directing the emergency response in Houston. "I am getting the impression right now that people want to stay close to home ... somewhere near Louisiana."

FEMA spokeswoman Mary Margaret Walker said Texas cities and counties could pay the travel cost for evacuees who want to leave the state and stay with someone else.

1. Why don't we stop donating to the red cross...
and start donating to an organization that will pay the money to relocate the evacuees?
