Everyone in the state of Louisiana from governor on down to every last soul in NOLA was a victim of Katrina a catastrophic storm and of the federal government's lack of response.
One could compare it to a massive apartment fire. Bush and FEMA are saying those in the fire should have saved themselves, the argument being that since the apartments were a fire trap in the first place that it's their fault they perished because they didn't escape in time.
Now, I don't know how it's done in other towns, but in my town, when a huge fire breaks out, the fire department and others who are not IN the fire come to the rescue of the victims who are. They do not stand beyond reach of the flames and blame the victims for their plight. And worse, they don't cut the fire hoses to prevent help from reaching the helpless.
This is what has been happening in NOLA.
