9/11 would not have happened because President Gore would have implemented the plan that Clinton had drawn up and Al Qaeda would be too busy trying to save their own butts, and FEMA would have had someone competent enough (and with enough backing) to truly do the job needed before the hurricane hit. Plus the ACofE would have had decent (not enough but decent) money to work on the levees.

As for President Kerry, well, outside of FEMA getting a competent head I am not sure what would have been done.
