Perhaps it's not as insidious a statement as people are suggesting.

Debit cards are pre-paid funds. Retailers don't tend to verify debit cards as carefully as they do credit cards, thus it's much easier to use a stolen debit card than a stolen credit card.

This makes the posessors of such cards a prime target for criminals.

Perhaps this is the point the OP is trying to make?
