Talk about growth in government power - screw things up so bad that a bunch of people die un-necessarily, then take your property away from you because their developers can make more money with than you can.

but I agree with patrice, that the general idea should be that evacuees will get jobs rebuilding their city, if not their own houses... So they would not have the feeling that they are cut off from their past lives just like that, and it would give them something to do and some $$ to rebuild their lives and to support their families.
But that would be at a different time and in a different country with different leaders...
On edit: it must feel to them right now that their city has been stolen, and will never be given back. It will be gentryfied and they will never be able to return. That's how I would feel I think...

...they're going to be parceling out the contracts to their own--with all the kickbacks and cost overruns they can scarf up, with no involvement from the local people (the same way they're "rebuilding" Iraq).
