There is no outbreak of disease from the water. The water is not bad but not like the media framed as "Toxic Soup"! It's not good for you but the water is not as deadly as has been sold on TV.
NORO virus is their greatest concern and would not be due to the water in the city. It is the same virus that effects cruise ships, it is passed by personal contact.
The water in the city can be cleaned off skin with soap and water effectively.

There aren't dead people, there's no threat of disease, there's no sewage in the water, things JUST AREN'T THAT BAD.
