"I saw dry land for the first time in sections of the city," Nagin said.
The 17th Street Canal wall breach has been sealed, and two pumping stations are up and running, he said.
In addition, the large pumping station near Metairie Road is being repaired. Nagin said once that's running, the water will go down much faster.
"The world will change when that happens," Nagin said. "My message to the people of New Orleans is, 'Hang in there.'"
Repair work also continues on the Carrollton Power Plant, which will help not only restore power but help bring back drinking water to parts of the city as well.
"Once that station gets on line, we'll be able to get the water lines flushed and get running water on the east bank," Nagin said.

Nagin re-emphasized the need for residents still living in New Orleans to leave the city for the time being.
"Everybody needs to leave except for crazy people like the press, the military and the city (employees)," Nagin said. "This is not a safe environment.
I know people don't want to leave because they don't want to abandon their city. It's OK to leave for a little while.
