Bush and his inept administration were responsible for this storm since August 26th, when the Governor of LA asked Bush to declare a Federal Emergency for her state, (hence making the Federal Government responsible for this fiasco) days before the hurricane actually hit land. He's had more than twice what Clinton had and Clinton was not president in a time of war. He cut his vacation short by 2 days, and he KNEW Katrina was coming before that, but remained on vacation.
