Effigies have been a long tradition in political demonstration. Having looked up this issue on the web, I was not able to find anything to indicate that effigies themselves are subject to the concerns you suggest. I know what you are saying, which is why I prefaced this as something that involves inanimate objects only and harms no one or property.
