since the federal government is completely unconcerned with whether or not people are able to evacuate in case of emergency,i think we should all know how to commandeer a vehicle.
i personally am not that familiar with schoolbuses.
do they use ignition switches mounted on the steering column?
i'm sure i could figure it out eventually,but since i live inb earthquake country in California,i no longer believe they have any intention of helping out blue states in times of crisis.

Jabbar asked some police if anyone was going to use the busses. They said no, so he fished the keys out of the wreckage of the parking lot office.
