I got this from my Rep brother who regularly reads Lucianne.com for his talking points.
It was the Louisiana state Homeland Security department that refused to allow the Red Cross to deliver food and water and medicine, not the federal Homeland Security. The state Homeland Security department was in charge.

Federal Homeland Security was in charge.
The moment Bush signed that executive order of a State of Emergency, HE had the power. It was all Federal from the early morning hours of August 27th onward.
Anything Louisiana did or did not do was strictly because the Bush Administration had failed in their responsibilities -- like issuing orders and failing to issue counter-orders.
There is NO WAY the Bush Administration can disclaim responsibility for this one.

So that is their reason to blame the state authorities. They claim it proves that the federal depart of Homeland Security did not prevent the Red Cross from helping. The state did it.

As the remaining people are evacuated from New Orleans, the most appropriate role for the Red Cross is to provide a safe place for people to stay and to see that their emergency needs are met. We are fully staffed and equipped to handle these individuals once they are evacuated.
Is the key.
Since the Red Cross agrees with the decision, this is a total non-issue.

It was under Federal HS and FEMA control. They're making shit up again.
Rule of thumb, whenever they tell you something, assume it's a lie until it can be verified, or they provide you with proof, which happens once a solar eclipse. It usually is a lie.

They are the ones saying it was state homeland security.
In GA, the GEMA/Homeland Security is under control of the governor.
I don't think anyone's going to get a pass on this. And good, get rid of them all, none of them cared.

And the Red Cross agrees that its role is to supply shelters, not enter into disaster areas.
So yes, Red Cross isnt being allowed into the disaster area, but no it isnt the governers responsibility, nor does it mean anyone is obstructing the rescue effort.

Angel Flight and another group(sorry I can't remember now who it was) said it was someone in the governors office who was putting up barriers.... allegedly stafffers said they didn't want patients airlifted out of state because they wouldn't be able to receive FEMA money.
I am certain we didn't get the full story. It sounds to me like some poor soul working in the govs office was *trying* to look out for the people, but was horribly misinformed or confused by red tape. I really don't know.

The federal government. Their next point will be that the Louisiana state Office of the pResident failed at that level. Which is true, enough, but the Executive Branch is a FEDERAL branch of gov't. They'll just have changed the phrasing, making it sound like a state-level arm of that branch had failed, somehow. With the emphasis on STATE-LEVEL.
FEMA failed to act. FEMA. The FEDERAL Emergency Management Agency.
This is why Brown and Chertoff need to be examined with a microscope, no matter what.

And what is this secret organization and which homeland are they protecting? They afraid Texas or Mississippi will invade? Maybe some terrorists will sneak in from New Mexico.
There are tons of first hand accounts - NOLA.com is loaded with them...that details FEMA's hijacking of busses, trucks, food and water in those critical hours.
But then what do you expect from people so far in denial that genocide isn't just tolerated, it's graded!
