Elite Ranger troops and other soldiers patrol the streets, some on foot and others aboard trucks or armoured personnel carriers. Helicopters hover over the city, using powerful searchlights at night as they fly over the darkened streets.
Roadblocks manned by police, state troopers or military forces dot the city.
Armed troops escort rescuers in boats and in buses or going door-to-door looking for people to evacuate. And mayor Ray Nagin has given police a green light to forcibly remove anyone who refuses to leave.
