knew the threat of what a hurricane could do, why didn't someone think to build a shelter specifically for a scenario such as this?

80 percent of the city is underwater. I do think that the SuperDome performed okay as "shelter from the storm," such as it was. But no place seems like a safe shelter from the ensuing flooding.
The issue is how to get the people out. My dad - an elementary principal - might have had the best idea:
"They should have used teachers to evacuate people. We put tens of thousands of people on buses and move them all over the place everyday. I could have had a schedule up in a few hours."

... and I know of NO SUCH tornado/ hurricane-proof shelter there, either. Do any states have those?
I lived in San Marcos when the folks running from the hurricane that hit Galveston (1979?) got hammered in San Marcos, as well.
The house two doors down from me blew away, but mine wasn't touched.

Taking a look at the structure of the city with the levees and being below sea level, there would have to be an above-ground structure built first. If they can't get the funds right for levee repair and upkeep, how on earth would you expect them to do this for a hurricane shelter? Have you asked this same question of Floridians on the coast or Texans on the coast who get slammed with hurricanes?
Maybe it's me that doesn't understand this....
