and has done a lot of good things IN THE PAST. But with the leadership in place now - they're not worth a plug nickel.
If it were me, I'd get in there and dig down until I found that person who'd been with FEMA for years, the type who knows how things are done, but who has never been in charge because of the political appointee nature of his higher-ups. I'd meet with him/her and put them in charge.

This makes sense that people from Bush's election campaigns were appointed to high positions in FEMA. Some people believe the reason why Bush won Florida in 04 was because so many billions of Federal money was thrown at Florida after the hurricanes. There are plenty of news stories in the Florida newspapers about how large amounts of Federal aid was distributed to areas that were not even hit by the hurricanes.

George W. Bush is much more like Ferdinand Marcos in his cronyism, corruption, and lack of regard for human rights.
Many of you may not know that in the early 1960s, South Korea and the Philippines were both considered Third World countries, just beginning to industrialize. I knew people who went to Korea as Peace Corps workers.
At that time, the Philippines had Ferdinand Marcos, and Korea had Park Chung Hee. Both were dictators, but with a difference. Marcos was completely in it for the money, while Park, for all his brutality, had the Confucian notion of the emperor working for the good of the people. Where Marcos padded his own Swiss bank account and those of his cronies, Park invested in education and infrastructure and kept a tight leash on multinational corporations.
Now, forty years later, the Philippines is still poor, and South Korea is an industrialized country with a very high living standard.
Yes, the U.S. now has its own Ferdinand Marcos.
