Loyalty is the more treasured asset. Just as when Poppy Bush nominated Clarence Thomas for the Supreme Court and Dan Quayle for his VP. In this respect, the apple hasn't fallen too far from the tree with Gee Dubya. As Repubs defend him with, "he's the president and he can choose whomever he wants" bullshit. And we all have to suffer with those choices. It gives new reverence to "advice and consent" by the Senate. And now, the next Chief Justice of the Supreme Court, John Roberts...

would not only recognize that what Bush is trying to do is wrong, they would also reject his policies and speak out against them.
They would recognize Bush's incompetence, and loathe him for it.
But, by bringing on incompetent people who don't really deserve their jobs or titles, Bush ensures that they are indebted to him.
