That's my conclusion based on the NPR report. Some aid in NO (buses and Guardsman) started arriving on Friday afternoon in. Reports from the ground on Friday still did not reflect what FEMA officals where claiming. The mtg aboard A1 was held with Nagin and Blanco around midday on Friday. Fed Aid "in full force" arrived on Saturday.
Is this correct?

He needed military help and command and control set up.
Instead, the FEDS blocked hundreds of Guard trucks from entering NOLA after the flood. Forget the buses- why were the convoys stopped outside of NOLA?

Thankful the rest of us just have to make required tax payments to fund GOP commercials and don't have to pay with our homes/lives like the folks in NOLA did.

the stuff Bush sent in for the photo op, most of which left with him.
The real aid showed up when Blanco took back her state from the FEDS and hired James Witt and put Gen Honore in charge of the NG and military.
Then the real rescue/aid mission began.

They wanted to trade aid for total control of the city, for who knows how long. One can speculate that they were motivated by a desire to award rebuilding contracts without going through the city officials or Governor; blank checks for friendly developers to rebuild the city in their own image.
