when he was being appointed as a deputy director, he had a perfunctory hearing, which was pretty par for the course.
Under the current law, a new hearing was not required when he moved into the big chair.

The same homeland security laws that moved FEMA also dispensed with new hearings for appointees if the duties under the new position were substantially related to duties in their present position.

Clinton was responsible for every single person he nominated. I don't recall ANYBODY blaming Congress for confirming the Clinton cabinet whenever they trumped up garbage to investigate them all.
What kind of sick twisted mind insists on blaming Democrats every damned time Bush fucks up?

Wasn't FEMA rolled into DHS before brownie got the job which downgraded it to meaningless nothing? Didn't Allbaugh have to be confirmed before though?
