I don't know the answer to your question, but...:

Republicans are demanding that Blanco be held responsible for actions taken (or not taken) by the LA Dept. of Homeland Security. If one accepts that this is legitimate since the buck stops at the Governor's office, then we should hold them to the same standard for the Federal DHS screw ups. The buck stops at Bush's desk.

The GOP is counting on the usual hypocrisy exemption. Not so sure they're getting it this time.
