Let's stop playing games and look at some details.
Dealing with fucktard is a little like having someone put a gun to your head and asking you to make a choice. What is it going to take to show the people of this country the reason why fucktard gets his way?

It is because the only politics he knows is choose or die. It has come out and been reported that fucktard had given Blanco a 24hr window to think if she wanted him to take over.

First Question

Was this the case, did Bush give Blanco a window of opportunity for her to give him full control?

This is ultimately the question that leads to who owns the weight of the fault.

Second Question

Was their a parallel between the ghost reporting of violence and this period of time? This would be the proverbial smoking gun. Did it start slightly before Bush gave the governor this period of time to choose his leadership over her own? Stupidity is only the cover for turning away things people who were dying needed. They used stupidity because the frat-boy cheerleader with a thing for rubbing the heads of bald men didn't get what he always had control; thus control of the story and fucktard’s image.

Let me be clear anyone who leads by offering to take over or do nothing, in this case clearly sabotage the event is not a leader they are tyrannical micro manager. These idiot types are so scared of "blame" that if they can't have full control they want no responsibility at all; they will even make you fail so they look better. If you haven’t run into one of these people feel blessed they are the assholes of all assholes.

Third Question

There are so many stories in regards to FEMA and over management of the situation. They had such a handle on this that they didn't know people were starving thirsty for two days in the streets while they were turning away the things to lessen the burden. While taking the time to stop reporting they were doing a great job long enough to have fucktard do it. These same people knew what to do when Bush was their boss not because he told them what to do, because in this case someone told them to play stupid and what not to do; it is clear they are malicious fuckers. Mr. Broussard reported on Meet the Press that FEMA came in and cut their emergency communication lines; the parish was able to reconnect and guard these lines from further sabotage. I have never heard FEMA ever make such a move, who takes the time to limit communication in an emergency. Who was running the FEMA psych-ops on the ground and coordinating communication between these people; communication that others clearly didn’t have? Who also even gave these guys the impression that they needed to play stupid like they didn't know what to do?

That question needs to be answered you know why?

It is not the mayor, the news, the governor, who failed to execute FEMA that was the person who is responsible for managing that resource. Was it run in this case like it was trying to provide the best situation for those affect? They said it themselves "we didn't know people were there"; why weren’t they paying attention. They said this they needed security, which is simple another word for control.

Let me frame it this way I have never heard FEMA so often excuse and place blame with anyone when people were in harms way or hurting; until the boss of FEMA was the president who ran the country in the same way. Never before has a natural disaster turned into a human tragedy of epic and disgusting proportions.

This belongs to the frat-boy who wanted to grow up and be “Commander in Chief”.

1. I don't know why this is so difficult for people to understand
FEMA has all responsibility for disaster and emergency management. It's written into its charter. It's reinforced by a series of Public Laws that have been written over the past 35 years. It's implicit in the Constitution, and now it's made even more explicit by the "9-11" laws establishing the Department of Homeland Security and USA-PATRIOT. Responsibility for dealing with emergencies falls on the Executive Branch of government.

As the head of the Executive Branch, this ultimate responsibility rests with the President. With George Bush.

It may be that the New Orleans officials made mistakes in their own planning, but that's immaterial. FEMA has the power and the obligation to make sure that all state and local preparations are up to code -- and to impose punishments if they are not.

The current spin is keen on taking as much responsibility off the President as possible, but it's legally impossible (unless they can find some friendly judges to get them out of THIS mess, too). Everything has been done in public, and the audit trail is easy to follow.

Team Bush obviously never suspected that Katrina would become a city-killer. Whose responsibility is that? You can't blame Kathleen Babineaux Blanco or Ray Nagin for that. As people who were aware of every detail of New Orleans life, they knew all about the risks, informed FEMA and the White House, and when the words reached George Bush's ear, they came out the other ear as fast as they went in.

This is the ultimate condition where "The Buck Stops Here". Bush and his unconcern for people (which propagated all the way down the power chain) led to the disaster that overcame New Orleans -- and the entire Gulf Coast -- in the aftermath of Katrina. Those who had direct power over the situation -- Bush, Cheney, Chertoff, and Brown -- should be called to account for the disaster.

That's not politics. That's simply the demands of responsibility. You can't have the power if you won't assume the responsibility. Otherwise, things like the post-Katrina breakdown occur.

3. I pretty much feel the same
The news people now days don't slow down long enough to make sure they asked all the questions needed to be asked. It is kind of ironic that the question never asked is the same as a fact never uncovered. To be effective the question need not have an answer. It just can't be forgotten.

2. The politics of pain.
A year ago, FEMA was able to mobilize to Florida and throw money around generously, twice.

It's almost like the intent was to incite riots in other cities by the treatment of the NO poor. If, and that's a huge if, that was the intent, I'm glad the bait wasn't taken.

(2) coordinate all disaster relief assistance (including voluntary assistance) provided by Federal agencies, private organizations, and State and local governments;
(3) provide technical and advisory assistance to affected State and local governments for--
(A) the performance of essential community services;
(B) issuance of warnings of risks and hazards;
(C) public health and safety information, including dissemination of such information;
(D) provision of health and safety measures; and
(E) management, control, and reduction of immediate threats to public health and safety; and
(4) assist State and local governments in the distribution of medicine, food, and other consumable supplies, and emergency assistance.
