That rebuilding has come in the form of 2 quagmire wars, over 2000 dead, recruitment targets regularly missed, slipshod equipment being used in Iraq, morale is low, everybody hates the Secretary of Defense, women in combat (I'm sure Freepers just love that), AWOL's and desertions are up and bases are being closed.

an industry, owned by those corporate giants who can put in the initial capital and then resold to us...the American taxpayer... at whatever the "going rate" for protection will be by then.
Cheney started "privatizing" back in 1991. KBR was handling the logistics like refueling since then....in fact, they were in charge of refueling the USS Cole when it was bombed.
