Federal government wasn't ready for Katrina, disaster experts say

FEMA said some of its response teams were prepared.

The agency had 18 search-and-rescue teams and 39 disaster medical teams positioned outside storm areas and moved them in when the hurricane died down.

Nonetheless, victims of this week's hurricane should have gotten more, said John Copenhaver, a former southeastern regional FEMA director.

"I would have difficulty explaining why there has not been a visible presence of ice, water, tarps - the kind of stuff that typically get delivered to hurricane areas," Copenhaver said.

Washington, September 8, 1997 - John Copenhaver, a long time Georgia resident with extensive private sector emergency management experience, was appointed by President Clinton to be the director of the Federal Emergency Management Agency's (FEMA) regional office based in Atlanta, announced FEMA Director James Lee Witt today.

As director of FEMA's Region IV office, Copenhaver will be responsible for administering a variety of federal emergency preparedness, prevention and disaster recovery programs for Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, south Carolina and Tennessee. "John Copenhaver will provide energetic and innovative leadership in emergency management programs with the states that are served by FEMA Region IV," Witt said. "John has demonstrated his commitment to emergency management through the disaster preparedness efforts he has led with IBM and Bell South. He also participates in a number of organizations that are committed to motivating people to reduce their risk in future disasters. John's expertise makes him the perfect person to lead this region into the next century."

Prior to joining FEMA, Copenhaver was team advisor for the Worldwide Crisis Response Team for IBM Business Recovery Services. He also worked as director of Business Continuity Services for Bell South Business Systems and earlier served as that organization's Marketing Manager responsible for development and deployment of Bell South's Emergency Preparedness Program.

Copenhaver holds a bachelor's degree in planetary geology from Brown University and a law degree from the University of Georgia School of Law. He is a member of the State Bar of Georgia and is a Certified Business Continuity Professional. He is a member of the Education Advisory Board for the International Hurricane Center, and the former chairman of the Disaster Recovery Institute, where he currently sits on the Board of Directors and serves on the certification board.

Copenhaver and his wife Lynn are residents of Marietta, Georgia.

U.S. cybersecurity chief abruptly resigns, cites frustration

The government's cybersecurity chief has abruptly resigned from the Homeland Security Department amid a concerted campaign by the technology industry and some lawmakers to persuade the Bush administration to give him more authority and money for protection programs. Amit Yoran, a former software executive from Symantec Corp., made his resignation effective Thursday as director of the National Cyber Security Division, giving a single's day notice of his intention to leave. He kept the job one year.

Yoran has privately confided to industry colleagues his frustrations in recent months over what he considers the department's lack of attention paid to computer security issues, according to lobbyists and others who recounted these conversations on condition they not be identified because the talks were personal. Yoran said Friday he "felt the timing was right to pursue other opportunities." It was unclear immediately who might succeed him even temporarily. Yoran's deputy is Donald A. "Andy" Purdy, a former White House adviser on cybersecurity.

A department spokeswoman, Tasia Scolinos, praised Yoran as a valuable contributor. "Cybersecurity will continue to be a priority of the Department of Homeland Security, and we plan to move quickly to fill the position with someone who has demonstrated leadership in this important field," she said. As cybersecurity chief, Yoran and his division -- with an $80 million budget and 60 employees -- were responsible for carrying out dozens of recommendations in the Bush administration's "National Strategy to Secure Cyberspace," a set of proposals to better protect computer networks. Yoran's position as a director -- at least bureaucratic three steps below Homeland Security Secretary Tom Ridge -- has irritated the technology industry and even some lawmakers. They have pressed unsuccessfully in recent months to elevate Yoran's role to that of an assistant secretary, which could mean broader authority and more money for programs.

Senior department officials consider equally important the protection of the nation's physical structures, such as bridges and buildings, and computer networks, which regulate the flow of electricity, phone calls, finances and other information. They maintain that gauging risks to physical structures and computers separately is inefficient and expensive because common problems threaten both. "The last thing we need to do is bifurcate cyber and physical security," said Frank Cilluffo, director of the Homeland Security Policy Institute at George Washington University.
