Was the Model State emergency health powers act ever passed?
Last night on Olberman Craig Crawford - Congressional Quarterly, said he suspects this was not just a dropping of the ball, that he could see this as strategy to not be left limited resources in case of a big attack! In other words, let these few thousand die but we can't use up resources and leave another area vulnerable.

at the time there was discussions here that the government was handling the Hurricane was incompetence, more and more I believe this is policy.
