2. My daughter's power (Hollywood & Vine)
went off, but she flipped the breaker and got "some" power (brown out level) back.

If people don't flip the breakers, will their power come back on?

4. Did it go out anywhere in O.C.? Talked to family in Santa Ana, Irvine, and
Fountain Valley, no outages there -- although telephone landlines are impossibly blocked. "All circuits are busy."
