That's what I smell. Expect the gushing guffaws of W's honesty and "doing what is right" despite what is best for him.
(rasies back of hand to furrowed brow) Oh my he is ... he is so selfless in the face of relentless blame (Scarlett O'Hara southern accent gets really heavy here) what a fine fine man he is. He cares not what others will think of him only what is right and true and just in this dangerous dangerous world.

He will never actually take responsibility.
This way, they set it up so that even though he is "taking responsibility", it seems to the Bush loyalists that he is doing so because no one else would accept responsibility. They are trying to make it look like its not Bush's fault in any way, but that he is taking responsibility anyway because he is just "that kind of guy".
Its BS.

that the Feds ARE responsible, after spending the last two weeks pointing fingers at the state of LA?...and IF SO....how about we demand accountability!....empty words from an empty man with an empty soul...and now that all the "undesireable" people they wanted out of NO are successfully spread all over the states...what does he have to lose with that small show of humble?...When you consider he can't accept responsibility for something that they maintain, wasn't their fault, how much importance can be attached to his statement?
