PLEASE....Junior is NOT taking blame, or real responsibility.
He's using a focus-group tested phrase-- that we're all repeating, BTW (how successful is THAT!)--so that he can get a boost in his poll numbers and get Katrina off the table.

The actual statement is a hedge.

3. That's what I'm trying to point out
"Responsibility" is not the same as "blame". Responsibility infers that Bush is responsible, a word that has a good connotation. Blame infers fault.

6. Exactly. "Responsibility" does not equal blame, accountability, or even
the desire to make things right. It's like the husband who comes home and says to his wife, "I cheated on you with a stripper. I take responsibility" and then goes out and does it again.

Meaningless.
